- In the Burmese (Myanmar) language, "good men before smart men," referring to Ne Win's preference for promoting loyal cronies rather than talented persons to high positions, a practice that has continued under the State Peace and Development Council. Lukaun lutaw is considered a major reason for the poor quality of economic planning during the Burma Socialist Programme Party era, and why the economy remains in a state of crisis today.
